Detection is signature-based on the HTML, JS/CSS bundles, headers and cookies, so a technology can be present without leaving a public fingerprint. A 'not found' result isn't a guarantee — minified or obfuscated bundles and fetch-blocking sites can hide an otherwise-present stack.
